“I’m thrilled to welcome Andrew to the One Louisville team,” said Trevor Pawl, CEO of One Louisville. “Andrew’s background in urban planning, experience in real estate investment, development, brokerage and management and a broad understanding of public policy and local politics, makes him uniquely qualified for this role.” 

In this role, Owen will guide One Louisville’s downtown development agenda and lead the work and capital required to advance it. He will work closely with Louisville Downtown Partnership, Louisville Metro Government, and other partners along with developers, property owners, investors, philanthropic partners, financial institutions and public-sector leadership to ensure downtown investment is catalytic, accountable and responsive to the evolving needs of the district.  

“I am so excited to join the One Louisville team to help transform downtown Louisville into the most vibrant, dynamic neighborhood in the entire city,” Owen said. “Even when our downtown offices were fully occupied and business was brisk, downtown has never been a 24-hour a day neighborhood where people lived, worked, shopped, ate, attended shows, walked their dogs and welcomed the world all in one place. I truly believe that is the scope of the opportunity that lies before us.” 

Owen pointed to a rare convergence of collaboration between the city and state and financial resources as reason for optimism. 

“For the first time in my lifetime there is both the political alignment and financial commitment at the state legislature and in the mayor’s office, to secure and deploy the resources necessary to ensure this transformation finally happens,” Owen said. “While our culture and circumstances are certainly unique from other cities, and we will lean into those differences, there are successful blueprints that we can borrow to help us on our way.” 

Owen began his career in Washington, D.C. in 1996, working in affordable housing finance and development. He returned to Louisville in 2004 and co-founded Preston Thomas Properties, a real estate investment, development, brokerage and management company. He has been a licensed broker in the Commonwealth of Kentucky since 2010 and holds a BA in History and Urban Planning from the University of Virginia, along with graduate studies in Real Estate and Finance from The Johns Hopkins University. 

Owen’s public service includes a role on Governor Andy Beshear’s 2019 transition team, and he has represented District 9 on the Louisville Metro Council since 2023. 

Owen began his new role on July 13, 2026.
